I find that Pro ATC X is by far the best when it comes to being as close to real world as you can get, it will follow SID's and STAR's, normal procedures and even emergency procedures and will also control your AI traffic, plus it will follow current NAVDATA flight plans, plus many more features. The only downside is the fact that the traffic is generated differently, so every time you enter the FSX menue to change weather, time or anything, it resets the traffic which takes a few seconds to spawn which is a PITA. If you can live with that, go for it.
