I still apparently have no Fallout4 ini file and should run Fallout 4 to initiate it. #2 WebAll that to say that, digging into FNVEdit, it looks like it doesn't distinguish, at least in the cases you're talking about. It just lists "FormID", not a BaseID or RefID. Since we're talking about a named NPC, it's unique by default, so I can only assume the FormID and BaseID would be the same, as there's never more than one of the character.
